That would not surprise me one bit. ( Speed traps. Also Metro and OPP seat-belt traps at on-ramps. )
Also, the traffic situation in Toronto has become intolerable. If this city ever faced an emergency evacuation order, and outside help had to be called in. I believe it would total chaos. Especially if the subway lines were out of service.
