OD Prototype Tac Vest

I was given a what I've been told, and looks like, a prototype Tac Vest. It's OD and has all the same features, give or take a few, of the current issue vest. I've googled this thing on and off over the last year and can't even find pictures.
According to the label. It was produced in 1998 by Pacific safety products and is tagged as the M35 Tactical Assault Vest.
Are they considered collector's pieces? There are a bunch of straps with button snaps hanging around the base not likely for the gas mask, what would they have been used for?

While it was pretty crappy compared to what the kids are wearing today, it was a quantum leap forward from the '84 pattern webbing, other than it was an excuse to load more crap onto troops backs. Curious how you know how bad it was though? It was out of the system before you were out of elementary school.
 
I’m sure some people would consider it a collectors item.

I’ve photos of members of the 3PPCLI BG during Op Apollo 2002 wearing one. Not sure if they were used by anyone else on other deployments or in Canada for trials.

The bottom snap loops may have been meant for a belt.  Just a guess, I’ve seen an older American tac vest and it had similar loops on the bottom that were meant for a ALICE webbing belt.
