"OUT-SERVICE TRAINING PROGRAM FOR DND, GAGETOWN, NEW BRUNSWICK
The Out-Service Training (OST) program is intended to augment the capability of the Canadian Forces School of MILITARY Engineering (CFSME) to meet the mandate of the Department of National Defence (DND) to train construction engineering technicians of the Canadian Forces (CF). The objectives of this program is to provide members of the CF with construction engineering technical trades training at the apprentice level, which mirrors the training provided at CFSME. This OST program shall be conducted at a recognized, post-secondary vocational institute. The courses required to be delivered will involve the following construction technical trades, which are categorized and identified as MILITARY Occupation Specification Identification (MOSID):

- MOSID 00301 Refrigeration & Mechanical Technician,
- MOSID 00302 Electrical Distribution Technician,
- MOSID 00303 Electrical Generation Systems Technician,
- MOSID 00304 Plumbing & Heating Technician,
- MOSID 00305 Water, Fuels & Environment Technician. and
- MOSID 00306 Construction Technician.

The successful vocational institution must be able to provide the necessary academic and professional expertise to conduct the courses of this program, conforming to the existing training profiles provided by DND in the Statement of Work. Both male and female students will attend training and all students will be members of the regular or Reserve Force components of the Canadian Armed Forces. Courses shall be delivered in English with French assist. French assist is defined as instruction in English with the provision of continued French assistance to a student, or number of students, who has a primary language of French and a functional ability in English. The contracted institution must be within 50 km of the Canadian Forces Facilities at Gagetown, N.B. or Halifax, Shearwater or Greenwood, N.S, so that students are able to commute home on weekends and DND can provide food and lodging during training.  Each Contractor instructional personnel shall be either certified or journeyman qualified in their respective trades and have a minimum of 8 years of current experience working in the field being taught. The period of work shall be from July 1, 2008 up to and including June 30, 2009 with the option to extend for 2 additional 12 month periods...."
