What more information do you need? Once you finish BOQ submit a DND 324 (http://www.cadets.net/pac/support/admin/forms/dnd324.pdf) and then you'll get your commission. The proof of edu would be a part of your enrollement process, unless you gained the degree between your attestation and BOQ...

You shouldn't be hired as a Silver Star qualified Cadet. I know it wouldn't happen out here, can't speak to Blackdown/Connnaught/Argo/Valcartier

... it is a weak argument. Staff is based on qualifications, you should have NSCE, Gold Star minimum. Which course are you loaded onto? What star level have to attained so far?

The only time a Cadet may have to pay for something is when it isn't owned by the Department of National Defence, but rather the sponsoring commitee. There is no recourse available to collect from a Cadet, even if they destroy, let's say a ceremonial belt buckle which is accounted for.
