Shining Parades

I've been shining my parade boots for over three years now.  Near the end of basic they looked pretty good, but since then it seems the more polish I put on them, the worse they seem to get.  I can literally polish a single boot for an hour and it'll look no different than when I started.  I had a good base on, and since then I've been using small coats just to build up a good shine.  I always use fresh polish and a clean spot on the cloth.  I use water and polish the standard way, but I must be doing something wrong. 

Is it just the crap leather of the new boots or is there some kind of secret I haven't figure out yet?
