ORILLIA, Ont. — An Ontario Provincial Police officer faces several charges, including attempted murder, in connection with a fire at a home in Timmins.

An OPP news release says Constable Cecile Fournel, 52, is also charged with arson-disregard for human life and administering a noxious thing.

She is being held in custody until she appears in a Timmins court on Monday to face the allegations.

The news release says on Feb. 25, the Timmins Fire Department responded to a house fire.

The lone female occupant managed to escape unharmed, but the fire caused extensive damage to the house.

The statement says Fournel and the female occupant are known to each other outside of the officer's professional duties.

Police say Fournel is a 10-year member of the OPP who is stationed at South Procupine Detachment. She has been suspended from duty.

The investigation was conducted jointly by the Timmins Police Service and the OPP.

They describe the case as an isolated incident and there are no public safety concerns.

Funny, still not much on this one.  At a blush, it sounds like a domestic, but even my O-Dot buds can't get any info on it. 
Guess we'll all have to wait till trial.

Firefighters from Timmins and Mountjoy Departments responded to a house fire call at 341 Kelly Ann Drive just after nine oclock this evening to find heavy smoke coming out the windows. The cause of the fire was not revealed Wednesday evening, but the lone occupant of the house got out safely. There were no reports of any injuries. Although the fire was quickly knocked down, firefighters found several hotspots among basement rafters and used foam to thoroughly put down the fire. Firefighters were on the scene well past ten oclock.

Out-of-town judge required to avoid conflict
The Ontario Provincial Police officer charged with attempted murder had her first court appearance in Timmins this morning. But 52-year old Detective Constable Cecile Fournel has been remanded until Tuesday until such time as an out-of-town justice of the peace can be brought in to preside over the procedures.

Fournel was arrested and charged on Friday after a joint investigation involving Timmins Police and the OPP into circumstances surrounding a house fire in Timmins on February 25.

Fournel is charged with attempted murder, arson-disregard for human life and administering a noxious thing.

She appeared today before Justice of the Peace Marielle Quinn of the Ontario Court of Justice who said the procedures will be remanded until such time as Fournel’s case can be heard by an out-of-town justice of the peace because there is a conflict with Fournel appearing before local judges who know her.

Fournel stood in the prisoner’s dock and spoke briefly with Timmins defence counsel Gord Conley who advised he was appearing an agent for a defence lawyer from Newmarket, Ontario.

An out-of-town justice must be called in due to conflicts with local judges.

A South Porcupine Ontario Provincial Police officer has been charged with attempted murder, arson, disregard for human life and administering a noxious substance.

OPP Det. Const. Cecile Fournel, 52, appeared before the Timmins provincial court on Monday morning. Her bail hearing was moved to today at 9:30 a. m. so that an outside judge could be brought in.

Fournel's charges are a result of a residential fire on Kellyann Drive that occurred on Feb. 25 at roughly 9 p. m.

A single female occupant escaped unharmed but the residence had extensive damage. After a joint investigation between the Timmins Police Service and the OPP, Fournel was arrested and charged on March 13.

A press release from police stated that Fournel and the female resident knew each other outside of her capacity and duties as a police officer.

Fournel is a 10-year member of the OPP who was stationed at the South Porcupine detachment and assigned to the Northeast Region crime unit.

She since has been suspended from duty.

Investigations by the OPP criminal investigation branch and the office of the Fire Marshal are still ongoing.

TIMMINS -- Cecile Fournel has been released on $10,000 bail.

The South Porcupine Ontario Provincial Police detective constable who has been charged with attempted murder and arson was free to go after a contested hearing.

Justice Michael Moreau from North Bay
-- who imposed a publication ban on Tuesday's proceedings -- allowed bail with recognizance and with four sureties.

She will return to face her charges on March 31 at 9:30 a. m.

Fournel, 52, is a 10-year OPP veteran and well known among the Timmins community.

The charges she is facing are a result of a residential fire on Kellyann Drive that took place on Feb. 25 at roughly 9 a. m.

One female occupant of the home escaped unharmed but according to the Timmins Fire Department, there was extensive damage to the residence. Fournel was arrested and charged on March 13 after an investigation.

Detective Constable Cecile Fournel, 52, has been released on bail after she appeared in Timmins provincial court this week charged with attempted murder, arson and administering a noxious substance.

Fournel first appeared in court on Monday, before Justice of the Peace Marielle Quinn, but he procedure was remanded so that an out-of-town justice of the peace could be assigned, so there would be no conflicts since the police officer is known to most local court officials.

For the same reason, the Crown Attorney assigned to Fournel's case is Len Walker from Sudbury.

On Tuesday, Fournel appeared for a bail hearing in Timmins before Justice of the Peace Michael Moreau of North Bay.

Firefighters from Timmins and Mountjoy responded around nine oclock that evening to a house on fire on Kellyann. It didn't take firefighters long to douse the flames and clear the house of heavy smoke.

Police were call the scene shortly afterwards. On Friday, the OPP made a formal announcement of the charges against Fournel, who was described as “a 10-year member of the OPP who is stationed at South Porcupine Detachment and assigned to the Northeast Region Crime Unit.”

Police say the accused OPP officer and the female occupant of the Kellyann Drive residence are known to each other outside of the officer's capacity and duties as a police officer.
There was a ban on publication on evidence or testimony at the proceedings in court on Tuesday, but it appeared that Fournel would be granted release based on the fact that several surety bonds were posted by Fournel's husband and several friends of the accused. Conditions of the release state that Fournel must report in police to police every Monday, Wednesday and Friday.

Fournel was charged after a joint investigation by Timmins Police and the Ontario Provincial Police after a fire occurred at the house at 341 Kellyann Drive on the night of Wednesday February 25.

A designation has been filed for a local OPP constable who has been charged with attempted murder.

Ontario Provincial Police detective Const. Cecile Fournel, 52, had a designation filed that allows for a lawyer to show up in her place.

With the designation granted, she was not present in Timmins Provincial Court on Tuesday for her scheduled first appearance.

Her charges stem from a residential fire on Kellyann Drive on Feb. 25 at roughly 9 a.m.

One female occupant of the home managed to escape unharmed. According to the Timmins Fire Department, there was extensive damage to the residence.

Fournel was arrested and charged on March 13 following a joint investigation between the Timmins Police Service and the OPP.

A press release from police explained that Fournel and the female resident knew each other outside of her capacity and duties as a police officer.

Fournel was assigned to the Northeast Region crime unit and since has been suspended from duty.

Judge Martin Lambert allowed for a four-week adjournment until April 28 in order for the defence to await a disclosure from the Crown.

Two weeks ago, Fournel was released on bail. Justice Michael Moreau from North Bay allowed bail with recognizance and with four sureties.

The 10-year OPP veteran has been reporting every Monday, Wednesday and Friday at 5 p.m. since March 18 to Timmins police.

She also must not possess firearms, consume alcohol and had to relinquish her passport and always be with a surety when away from her residence.

Fournel is to have no communication with the alleged victim.

I can see Fournel having "allegedly" committed the acts, but how is the other woman an "alleged" victim?  Is there some uncertaintly as to whether the house that was reportedly damaged was in fact really damaged?  She sounds like a "real" victim.

There's a large one about eight hundred metres west of my weatherhaven. When the wind blows just wrong...

If it were old school, something like knocking someone out with ether. 
I don't recall seeing that charge in this case?  Is that somewhere, or is it new?
