Build the airfield way outside of the population center...so craft can take off and land without bothering with civilian ATC, so they can do unrestricted maneuvers within restricted airspace, and to hide said craft from the population...

But build a correctional facility right at that same spot? Hmmmmmmmm...


Taking a shot in the dark here...but the correctional facility isn't a correctional facility?
