Marine Surface and Sub-Surface Office Vision Requirement

According to the link below, V4 vision is acceptable for Marine Surface and Sub-Surface Office. Is my understanding correct?

Good-I was going to answer this last night but with the link, I wasn't sure what the question exactly was...BTW, isn't it "Maritime Surface and..." vice "Marine Surface and..."?
