There are certain times and places where asking a woman to temporarily remove a veil/burkha is appropriate for identification purposes.

Considering traditional (non-westernized?) Islam's views on women (ie victims of rape being punished) I think abuse is more accepted in that culture, ergo it's probably more prevalent.
