A US Navy spokesman tells Fox News that a male Navy Petty Officer succumbed to wounds received in the July 16 shooting at the Navy Operational Support Center in Chattanooga. The death toll from the shootings is now at 5.

In response to the murder of five service members,the Governors of the states of Texas,Oklahoma,Indiana and Florida have directed that National Guard personnel will be armed and storefront recruiting offices will be moved to more secure locations.

What happened next ....
The military services have taken swift action to increase security after Thursday's shootings in Tennessee, even closing some facilities and telling Marine recruiters not to wear uniforms in public.

Defense Secretary Ash Cater approved immediate steps taken by the military branches to increase security and has told the services to get back to him by the end of next week with additional force protection measures, Pentagon spokesman Peter Cook said in a statement on Friday.

One of the steps Carter approved was Marine Corps Recruiting Command's decision to have recruiters not wear their military uniforms for now, a defense official said. The recruiting command also closed down all offices within 40 miles of the facilities in Chattanooga and increased the force protection condition level from "Bravo" to "Charlie."

"Charlie" is the third highest security level. It indicates an incident has occurred or officials have evidence that terrorists are planning an attack. Security measures can include thorough vehicle inspections and requiring an escort to get on base, according to a pamphlet from Joint Base McGuire-Dix-Lakehurst in New Jersey.

U.S. Army Recruiting Command has also elevated its force protection condition level to "Charlie" in coordination with the Marine Corps, the Defense official said. Navy Recruiting Command Southeast has doubled the number of hours it conducted Random Access measures and has increased efforts to work with local law enforcement to increase police patrol presence ....
 
A well meaning but misguided group has decided to protect the troops at the recruiting stations. Although appreciated, they have been asked by military officials to stand down.

The Army is not happy about armed civilians who have begun appearing at recruiting stations in several states in the wake of the Chattanooga shootings, ostensibly to help guard against such attacks.

According to Stars and Stripes, a U.S. Army Recruiting Command policy letter issued on Monday warns soldiers to "avoid anyone standing outside the recruiting centers attempting to offer protection and report them to local law enforcement and the command, if they feel threatened."

The directive follows last week's attack by lone gunman Mohammod Youssuf Abdulazeez on a recruiting station and another military facility in Chattanooga that resulted in the deaths of five service members.

The U.S. Army newspaper reports: "Armed citizens — some associated with activist groups and militias — were standing vigil outside recruiting centers in Wisconsin, Georgia, Tennessee, Idaho and elsewhere this week, saying they want to provide protection to servicemembers barred from carrying firearms on duty."

MySanAntonio.com also reports that on Wednesday, "Civilians carrying weapons turned up outside military recruiting centers in at least four Texas cities over the past day or two, a reaction to last week's shooting in Chattanooga, Tennessee that left four Marines and a sailor dead."

And KOMO News.com says two civilians "armed with AR-15s and other weapons" from a group calling itself Great American Patriots 3 Percent stood in front of a recruiting center in Spanaway, Wash.

KOMO quoted one of the men, identified only as Zach, on Tuesday as saying: "We're just making sure that they're safe and that they get to go home at the end of the day."

Zach said he was worried that the people who work at the recruitment center are not armed.

"Somebody needs to be doing something about this," he told KOMO. "Somebody needs to be protecting those who aren't allowed to protect themselves."

There were similar reports in Bellevue, Wash., where an armed civilian in front of the local Armed Forces Career Center was quoted by KIRO TV as saying: "The whole keep them unarmed thing is not the best choice when it's now an environment that's potentially hazardous for them."

Department of Defense policy stipulates that only military police and law enforcement are allowed to carry a weapon on federal property.

"I'm sure the citizens mean well, but we cannot assume this in every case and we do not want to advocate this behavior," according to the Army Command Operations Center-Security Division letter.

According to Stars and Stripes:

"Recruiters were ordered not to interact or acknowledge the armed civilians, who have been greeted by a mix of concern, indifference and gratitude by the public.
"'If questioned by these alleged concerned citizens, be polite, professional and terminate the conversation immediately and report the incident to local law enforcement ...,' the command advised."
 
Interesting development ....
The Marine Corps has confirmed that it has prepared Purple Heart award packages for the Marines killed last week in Chattanooga, Tennessee.

The Federal Bureau of Investigation, however, must first formally declare ties between the shooter, Mohammad Youssuf Abdulazeez, and a foreign terrorist organization before the packets can be submitted.

“Determination of eligibility will have to wait until all the facts are gathered and the FBI investigation is complete,” Marine Corps public affairs officer Maj. Clark Carpenter told Marine Corps Times.

The Marine Corps is also looking into the criteria and requirements for awarding the Purple Heart to Sgt. DeMonte Cheeley, a recruiter who was injured in the attack, said Capt. Alejandro Aguilera, a spokesman for 6th Marine Corps District ....

.... the PH (Purple Heart) is awarded to any member of the U.S. Armed Forces who, while serving under competent authority in any capacity with one of the U.S. Armed Forces, after April 5, 1917, has been wounded, killed, or who has died or may hereafter die of wounds received under any of the following circumstances .... After March 28, 1973, as a result of an international terrorist attack against the United
States or a foreign nation friendly to the United States, recognized as such an attack for purposes of award of the PH by the Secretary of the Military Department concerned, or jointly by the Secretaries of the Military Departments concerned if members from more than one Military Department are wounded in the attack.  The Secretary of the Military Department concerned shall notify the (Under Secretary of Defense for Personnel and Readiness) prior to awarding the PH for an international terrorist attack that occurs in the United States or its territories ....
