Enrolment Process

Missocean: STUB (general outline)

The enrollment process for the Canadian Forces begins with the Initial Application. Some specialist trades and entry plans, as well as the Reserve Force, have variations or additional steps that must be completed. Your local Canadian Forces Recruiting Centre is your best resource for determining the exact enrollment process applicable to your desired occupation or interests.

The standard Regular Force Application Process contains the following primary elements:

CF Application
The CF Application is a formal document which includes elements such as:
- General Candidate Information (Name, DOB, address, contact information)
- Citizenship
- Criminal History
- Academic History
- Work & Volunteer Experience
- Activities & Interests
- Supervisory & Leadership Experience

As well, this is where you will indicate your preferred:
- Component (Regular, Reserve, CIC or Health Reserve)
==- Element (Navy, Army, Air Force)
- Trade

You may select only one component, and only one preferred Element.
You may select up to three (minimum one) trades. You are not required to select more than one trade, and may be offered a trade outside of these initial preferences.

CFAT
The Canadian Forces Aptitude Test.

Interview
An interview with a military career counselor to discuss your choices, background and interests in an effort to better assess your suitability for enrollment in the CF.

Medical
A general physical exam and medical history is conducted.

Evaluations of Applications
For NCMs, applications are Merit-listed based on a comprehensive scoring system and offers are made accordingly and as vacancies and course openings provide.
For Officers, depending on trade and entry plan, various Officer Selection Boards meet and evaluate candidates for selection.

Additionally, if you are re-enrolling in the Forces, additional steps may be required:

Verfication of Former Service (VFS)
Medical Files Forwarding
The Continuing Education Officer Training Plan is a program that has been recently revived by the Canadian Forces in order to meet aggressive recruitment goals set by the Canadian Government.

The program is activated for specific military occupations and is not meant to be a general enrollment program; when projections indicate that the traditional general enrollment programs (ROTP, DEO, etc) will not meet recruitment targents according to the Strategic Intake Plan for a given occupation, CEOTP may be opened by CFRG to achieve the desired numbers.

The program allows enrolling members to avoid the requirement to hold a university degree on enrollment but supports the greater desire for a degreed officer corps by requiring the member to complete a university degree by the end of their initial engagement with the Forces.

The officer candidate proceeds immediately through all initial military occupation training and is assigned an individual learning plan (ILP) by the CDA in order to achieve the educational goals agreed to on enrollment.
:Note - For Army cadets, qualification as Master Cadet, and for Air cadets, a flying scholarship or two completed summer camp courses, each of two weeks duration, will be considered equivalent to a six-week trade or specialty course. For Sea cadets, two completed summer camp courses will be considered equivalent to a six-week trade or specialty course.

;From CFAO 49-5 -- CAREER POLICY - NON-COMMISSIONED MEMBER -PRIMARY RESERVE

:3. On enrolment, re-enrolment or transfer, a member who has had former service in the Canadian Forces or in a cadet unit, or service with another country, may be granted a time credit for promotion to Cpl and above, in accordance with this paragraph and as determined by the enrolment authority pursuant to 49-11. The time credit or seniority granted shall apply only to the rank granted on enrolment as follows:

Former cadets of any of the Canadian Cadet organizations may be granted time credit for promotion in recognition of qualifications they have obtained prior to enrolment. The amount of credit shall be determined by CHQ.

;From CFAO 49-12 -- PROMOTION POLICY -OFFICERS -PRIMARY RESERVE ANNEX A -- MINIMUM QUALIFYING TIME IN RANK FOR ENTRY TO PROMOTION ZONE FOR NEXT HIGHER RANK

:2. Qualifying time for entry to the promotion zone for the next higher rank is reckoned from the date of seniority in the present rank, except that:

:cadets who have served a minimum of two years in the rank of warrant officer and above may be granted one year qualifying time in the rank of lieutenant for promotion to the rank of captain.

Criminal Record
Having a criminal record may or may not preclude a career in the Canadian Forces, either Regular or Reserve, as an NCM or an Officer. A pardon is not necessarily mandatory either. The CF requires applicants to be "of good character" and have no outstanding obligations to the legal system, such as :
* family court issues
* pending charges
* outstanding fines
* are on probation, parolem, etc.

A criminal record will be one of the facts considered when an application is submitted, as will the seriousness of the offence.

From the army.ca forum:
:My own personal experience: I have a criminal record for impaired driving dating back to 1992, when I was 19. It did not keep me from joining the Reserves as an Officer. In addition, I am currently applying for transfer to the Reg Force, and my file will go before the selection board in May. Now, I was advised that although it will not automatically prevent me from being selected, it will be taken into account with all other facts in my file (education, experience, interview, etc.)

Another component of every application is a security check; entry into the officer ranks may require a higher security clearance than an NCM position, as well as the possible requirement of a pardon for all convictions, depending again on the seriousness of the offence.
Subordinate officers are those members who are enrolled in the Canadian Forces as an Officer but who do not hold Her Majesty's Commission.

They hold the rank of Officer Cadet (for the Army and Air Force) or Naval Cadet (Navy).

All new officers are enrolled at the rank of Officer Cadet, though in some cases immediate promotions are made effective on the same day. For the vast majority, however, the standard practice is that new officers must demonstrate leadership potential and proficiency in basic military skills through the completion of the IAP/BOTP phase of initial officer training before receicing a commission and being promoted forward to the rank of Second Lieutenant.

The Royal Military College of Canada's Preparatory Year exists to provide additional academic training for those officer candidates selected under the Regular Officer Training Program who do not have the academic prerequisites for entrance to an Ontario University (of which RMC is one). Other ROTP candidates who do meet the academic prerequisites but have not demonstrated strong academic potential but who are still felt to be superior candidates may also be offered an ROTP Junior enrollment and an initial posting to the Preparatory Year.

Prep Year is housed at Campus Fort St. Jean on the banks of the Richelieu River in St-Jean-sur-Richelieu, Quebec, approximately 30-45 minutes south-west of Montreal. The site is the former home of Le College Militaire Royale du Canada.

Richelieu Squadron
RMC Prep Year Officer Cadet's are members of Richelieu Squadron, and are part of the Cadet Wing of RMC. Prep year cadets are issued RMC college numbers and effort is made throughout the year to integrate the squadron as much as possible with the rest of the RMC Cadet Wing through familiarization visits and other events where possible.

Prep Year cadets do not however walk through the "Arch" at RMC Kingston until they complete their preparatory year and arrive at RMC Kingston, and thus many of RMC informal and formal traditions are not fully instilled until the Prepatory Year is complete.

Over recent years, the typical size of Richelieu Squadron has been approximately 140-160 Officer Cadets, with a roughly fifty-fifty split of anglophones and francophones.

Academics
The academic program is a specially-formulated pre-university program offered under the Province of Quebec's CEGEP system. This permits RMC to issue Quebec college-level credits to students completing course curriculum under the program. The credit-granting institution providing transcripts for these credits is CEGEP St-Jean-Sur-Richelieu, under contract with DND.

The primary purpose of the program is to fulfill the requirement to have one year of CEGEP studies completed for Quebec Secondary School Diploima Holders entering an Ontario University. As Quebec candidates leaving high school would not have the academic requirements necessary to directly apply to an Ontario university such as RMC, the program allows these students to enroll immediately after leaving high school and earn the academic prerequisites necessary to enter an Ontario university. Other students lacking in certain prerequisites or those students hailing from provinces with weaker academic curriculum than that which Ontario universities demand often also find themselves offered a position in Prep Year.

Two programs of study are offered to students, Arts and Sciences.

Housing
Officer Cadet's in Prep Year reside in renovated buildings, typically two to a room. The majority of the rooms are the equivalent of a large to very-large hotel room and each cadet has his own bed, desk and closet space. Showers and toilet facilities are shared (gender-separated) and are available on each of the three floors of the building.

A nearby Mess-hall serves buffet-style meals three times a day, and the building also houses a small Canex.

Showers and toilet facilities are shared (gender-separated) and are available on each of the three floors of the building.

As many Quebec candidates leaving high school would not have the academic requirements necessary to directly apply to an Ontario university such as RMC, the program allows these students to enroll immediately after leaving high school and earn the academic prerequisites necessary to enter an Ontario university. Other students lacking in certain prerequisites or those students hailing from provinces with weaker academic curriculum than that which Ontario universities demand often also find themselves offered a position in Prep Year.

The C2 is an updated Leopard 1A5, which was developed in Germany in the 1980s. This tank deploys with a crew of four, including a commander, a driver, a gunner and a radio operator/loader. The 105-mm L7A3 gun is capable of engaging targets day and night, while on the move under adverse weather conditions, through the use of a fully stabilized fire control system with an integrated thermal imaging system and laser range-finder. The Leopard C2 Tank is also fitted with a gunner’s secondary fire control system and a commander’s fire control system. It has two 7.62-mm C6 machine guns. One is mounted inside the turret and another can be mounted externally on either the commander's or the loader's station.

Spall liners have been added to the refurbished Leopard 1A5 turrets to increase crew protection — slightly reduced interior room being considered an acceptable trade-off. Protection was further improved by the application of add-on MEXAS composite armour panels. But, the Leopard C2’s EMES18 fire-control system with its thermal night sights made the biggest tactical difference.

The Leopard C2 tank is also fitted with two banks of four smoke grenade launchers on the turret. The tank may be “sealed-off” against nuclear-biological-chemical (NBC) threats. It is a minimum-maintenance armoured fighting vehicle and complete replacement of the engine and transmission is possible in 30 minutes under field conditions. When properly fitted with a conning tower, it is capable of deep-fording or submerged fording where riverbanks are prepared for exit and entry.

The Leopard C2 was designed so it can be fitted with add-on armour and all of the new battlefield sensing and communication systems the Army plans to introduce over the next few years. There are 114 in service.

The DND has said that it is replacing the Leopard C2 "with a new direct fire system that includes ... three platforms”. All three platforms are LAV III-based – MGS, a new anti-armour TUA TOW missile launcher, and a new dual-use anti-armour/anti-aircraft ‘Multi Mission Effects Vehicle’ using ADATS missiles.
