Better keep this on the down low.  If CBC finds out you are using an LTA in the same year you plan to release they will have you on the front page right next to the General who moved across town.  Makes no difference if you are entitled to do it.

I have started this thread to help others who may be considering a voluntary release. I am here to answer all questions and will be writing all the steps I have taken.

Day 1

I have been thinking about leaving and considering my options for a very long time. I had decided it was time to go back home and continue the education I had prior to joining the CAF.

This is a big big decision. If you are not sure about your future outside the CAF I would not suggest releasing until you have a solid foundation. As well if you have a small amount of time left on your contract and live far from home think about staying in and riding out the contract as you will benefit from a paid move.

Day 2

I called the release section (Mine happens to be conveniently at NDHQ), made an appointment for an info brief.
This appointment they go over the fol:
-Release options
-Leave (retirement leave or cash out)
-Severance pay
-Return of Contributions (3 options: Put all into an RRSP, Cash out, Transfer)
-Your entitled benefits.

Questions I asked about leave options and return of contributions:

Q: If I choose leave cash out when will I get the money for that?
A: 12 weeks

Q: What exactly is retirement leave?
A: Leave in which you are entitled the following day of your release. Meaning you will still be paid for those days.
*My release is August 19th and I start leave on the 20th. I have 10 days in total and it will roll into September which gives me an extra day! (Awesome)

Q: Return of Contributions, What are my options/process?
A: 3 options (listed above) You are entitled to a certain amount and the rest is locked until retirement age. The certain amount you can cash out fluctuates each month based on actuarial economics (No one could help me out answering exactly how this is formulated). Takes 12 weeks to receive the package for the options. You then have up to a year to file it and return it, otherwise it is automatically locked away. Once completed you can expect the money within 12 weeks after.

Q: What kind of taxes can I expect to pay if I choose to cash out?
A: All based on how much money you made that year ei. Lesser the salary, lesser the taxes.

Q: I didnt file for the PIL options for severance. When can I expect that?
A: 12 weeks.

Q: Am I entitled to any benefits?
A: None because of the release terms (Breaking a contract).

After all this was put out in front of me, I still wanted to continue with my release. I was handed a release form and a guide.

Day 3

Memo time! I wrote a very descriptive memo stating every reason why I wanted to release. (I didn't want to leave any room for question).
*I don't have my memo here at the moment so I do not have the index number. I will post it on this week.

After the memo was QC'd by my Sgt I put together the release form and memo then it started its journey.

This is the moment that there really is no coming back unless you have a great career manager/CoC.

Day 4

I started a checklist of everything that will be required for my release.

Not much else can be done right now. The period in which the paperwork is handed in, until the last 2 months in the CAF are pretty much standard. Just work and stand by to stand by.

Anything else that may come up though I will be updating this.

I hope so far that this has been informative and answered any questions.

When you went for the brief did they give you any personalized information like total amount into the LIRA? Also everything seems to be completed in 12 weeks.. Based on some people i know who have released 12 weeks seems to be really fast (one person I know took 8 months).

Some of us were on the 30/30 plan - 30 seconds to piss us off and 30 days to get out...depends on TI, trade, contract, etc.

By clicking on his name and  seeing his profile you will see Cpl 7 years thus entitled to 6 month release.  Can be done faster if good reason however in my experience that only happens if there are compassionate reasons.  Ie family death leaving a family business with no one to run it.  Or if you entitled to a 30 day release like MM said.  Release in 30 days  memo in 9 Jan released 9 Feb started new job 10 Feb.  Was a whirlwind month to get it all done.

Agreed...think it was like 30 July memo/request was signed by the CO, cleaned my office out the week of the 20 something Aug, 30th final day in uniform, 31rst started the drive east.  Fastest month of my life.

I know how vr'a worked in basic training but I'm not in basic anymore. I'm currently awaiting my 3s course and I've come to the realization that the CF lifestyle is not for me so Ive been juggling the idea of a VR before my course starts. What is the process? Is it a quicker release if I do it Pre-course? I don't want to ask my staff and be black balled for asking. I heard its a 30 day release period, but I've also heard of 6 months

You will have to submit a "Request to VR" through your Chain of Comd.  They in turn will need to seek higher level approval before it is granted and that could take sometime.  There is NO entitlement to a "30-day" release request.

Has anyone had experience in releasing before their 3s course started? What was said, how long was the release and did they reject you or approve you. I figure if I do it before my 3s it would be an easier go as the crown hasn't put me through my course besides bmq

Compassionate situations are normally emergency situation that are outside of the member's control and cannot be resolved quickly.  The mbr will be asked to provide proof when claiming compassionate circumstance.  There is a variety of valid compassionate situations out there.  For example: Having a spouse with a significant health issue where specialist care is only available at location X, may be considered a valid compassionate issue.  A mbr's parent gets diagnosed with an incapacitating, long term medical issue, and the mbr is the only available care giver may be considered a compassionate issue.

The military is not for me is not a valid compassionate issues.

The OP asked about personal experience and if people had seen, been part of the process for members not yet meeting OFP(Operational Function point), QL3 Qualified etc.
Not what the book states. Each and every case is different. The military is fast learning to not keep people in that are not wanting to be there, the members they are turning down are becoming seeds of anger, dislike and resentment toward the military. Which spreads like wildfire, especially in times of cutbacks. Imagine running your troop, you have one or two guys that tried to release before their 3s, they show up, carry on with the bad attitude from pre course that carried through, now you have disgruntled troops, and you cant do anything to fix that, you can weed them out, give them extras, etc, treat them like garbage, but those troops are still there, and eventually it becomes a matter of harassment if they start keeping written records, and it is noticed by your other troops. 

Now to the OP,
I have seen people not QL3 qualified on EWAT or PAT Platoon recieve a 30 day release all the way to an 8 month release for a variety of reasons, whether it being spousal threats of divorce, family/child/parental issues, money issues, civilian job offers and yes the "I dont want to be in anymore" excuse.
Do not worry about backlash from your course staff, your PAT platoon CoC. You have to do whats right for you, no matter what, asking discussing etc can not hurt you at all. Make an appointment with the release section (dial 0 on a base phone and ask for the release section, cant hurt to get answers right from them). They may even rush it due to now having a potential opening on a QL3 course . Regardless of whatever CANFORGEN states, until you have an official response from D MIL C, doors are always open, and even then, there is always the grievance process.

Given the above, my recommendation is to speak to your chain of command to determine if you meet the requirements for a VW.  Your personal circumstances may weigh in the decision but the needs of the CAF will be considered as well.  In your favor I note that you have a recruit school bypass.  Specifically you have not incurred any training at CAF expense so this may also weigh into any decision about waiving the three year period.
 
I was told during basic to wait by my instructors till my next unit to hand in my VR memo since I had legitimate issues going on with family. I wanted to finish my basic since I was so close and already there. Now arriving at my PAT platoon for infantry DP1 they tell me I should've done it there and VRs won't be accepted here and a fellow friend was told he was not allowed to OT.  I plan on still writing the memo and submitting it but would like some clarity if there not just bullshiting since we have such low manpower

I’ll have to let someone with more knowledge about specific VR policies during various stages of initial training come around and answer whether or not you’re actually entitled to submit a VR right now or not—I really don’t know. What I DO know, however, is that there are certainly times where staff will play headgames (for lack of a better word) for various reasons. Are they actually doing that? I can’t answer that either, unfortunately.

Instead, I want to ask you something—are you absolutely positive VRing is the best decision/option right now? The reason I’m asking is because I scanned your earlier posts and you certainly didn’t have an easy time getting in. What, you were rejected 2-3 times on whatever entry plan you were trying to get in under? And it took at least a couple of years (if I’m recalling the dates of your posts correctly)? So you obviously wanted this career path and were willing to persevere through the rejection until you achieved your goal.

These “family problems” you speak of...are they something that you can address after training? I’m not saying family isn’t important—it is. But family drama/situations/circumstances etc. etc. can sometimes drag on for extended periods and/or re-emerge. OR they can fizzle out and resolve themselves over time.  Think to yourself very carefully, “Am I prepared to throw away the career I’ve been pursuing for years over temporary upset? Am I willing to take the chance that I’ll be able to get back in at some point and start the hiring process all over again? Will I regret the decision to leave once all is said and done? Will my family be okay for a bit longer without me there and/or until I can speak with them more frequently to help resolve what’s going on?”

I don’t know your situation and I don’t know you. I’m only saying that I’d hate for you to end up making a choice about your life that you could really end up being torn-up over later. Consequently, if you’re feeling that the state of the dynamic of your trade/job right now is affecting the intensity of your feelings about issues going on at home (i.e feelings of “this sucks, basic sucked, my staff sucks, my job sucks, this trade sucks...”, etc etc) can you wait until you at least get your training done so you’re in a better headspace without as much stress to me making major decisions that will (possibly negatively) impact your professional life?

I have quite a few friends in the infantry and a variety of support trades. They pretty much all say/said the same thing—things are way better once one gets their DP1/QL3s and such out of the way.

Just think about it is all. There’s a good possibility that your staff is discouraging VRs because they’ve seen this before—people dealing with feelings of wanting to throw in the towel because they’re tired, miserable, family misses them, they’re homesick, relationship issues, etc etc. They’ve seen it all before. But like I said, I can’t answer VR policy questions, nor what your staff may or may not be doing. All I can tell is that this is obviously something you’ve been thinking about and pursuing for a long time.

1.  Reference OT (Occupational Transfer), that is technically correct.  Requirements to OT (for combat arms) includes 36 months of service and obviously you're not there yet.

What you CAN request is a MOC Reassignment.  That may or may not be approved.  CFAO 11-12 and the Basic Trg List Admin Guide (BTAGs) were the ref's.

1. THERE HAVE BEEN NUMEROUS RECENT CASES OF CAF PERSONNEL INCURRING FINANCIAL COSTS (SUCH AS SELLING HOMES OR MOVING FAMILIES), AGREEING TO EMPLOYMENT OFFERS FROM EXTERNAL AGENCIES, OR COMMITTING TO OTHER SUCH OBLIGATIONS PRIOR TO THE APPROVAL OF THEIR RELEASE FROM THE CAF. THIS PRACTICE IS PARTICULARLY TROUBLESOME IN THESE SPECIFIC CASES:
A. PERSONNEL WHO HAVE LESS THAN THREE YEARS OF SERVICE,
B. PERSONNEL WHO ARE ASKING FOR A WAIVER OF THE USUAL SIX MONTH NOTICE WHERE THIS IS APPLICABLE, AND
C. PERSONNEL WHO HAVE INCURRED OBLIGATORY SERVICE COMMITMENTS
2. THIS CANFORGEN PROVIDES A GENERAL RECAP OF THE EXISTING POLICIES AS DELINEATED IN THE REFS WHILE PROVIDING GUIDANCE TO PERSONNEL CONSIDERING RELEASE FROM THE CAF IN ANY OF THE ABOVE THREE CIRCUMSTANCES
3. FOR PERSONNEL WHO HAVE LESS THAN THREE YEARS OF SERVICE BUT WHO HAVE COMPLETED RECRUIT TRAINING, PARTICULAR ATTENTION SHOULD BE PAID TO PARA 39 OF CFAO 15-2 WHICH STATES QUOTE A MEMBER . . . WHO . . . REQUESTS VOLUNTARY RELEASE WILL NOT NORMALLY HAVE THAT REQUEST APPROVED . . . FOR A PERIOD OF THREE YEARS COMMENCING FROM THE DATE OF ENROLMENT UNLESS COMPASSIONATE CIRCUMSTANCES EXIST UNQUOTE. THUS, UPON RECEIPT OF ANY REQUEST FOR RELEASE FROM A MEMBER WITH LESS THAN THREE YEARS SERVICE, THE AUTHORITY SHOULD CONSIDER PRIMARILY WHETHER OR NOT A COMPASSIONATE SITUATION EXISTS. ANY MEMBER UNDER THIS SITUATION WHO REQUESTS AN EARLY RELEASE WITHOUT A COMPASSIONATE CIRCUMSTANCE SHOULD NOT EXPECT THEIR REQUEST WILL BE APPROVED
