Well ... While Air Forces are 100 years of progress unimpeded by traditions, Navies are 1000 years of traditions unimpeded by progress.

Much of the pushback against this came from the sailors themselves. This is more like the Brexit in a sense. The removal of the Democrats from office (The Administration, House and Senate) means there is no practical way or will to force this over the objections of the sailors. Had Clinton won the election their objections would have been forcefully overridden and the scene implemented regardless.

I thought this was strictly a USN matter?  How does whether the Democratic Party win/lose come to play?

The change was being pushed by the Secretary of the Navy - a civilian political appointment - not the USN.

It seems that the USN is scrapping this rating system change.The ratings will remain th same. :)
