Pretty good. I've been on course with officers from Singapore, they are switched-on. It's also a awesome place to visit, maybe I can get an exchange posting!
Robust, I am not sure if they still operate the AMX-13, I think they still had some in their reserves. Most of their training takes place in Australia.
According to my close friend, a former Singapore Armed Forces Infantry Instructor (Now CF Army LogO) and backed up by Wikipedia (http://en.wikipedia.org/wiki/Singapore_Armed_Forces), this is likely because "The SAF is formed largely out of conscripted soldiers and reserve forces."
My friend told me that all able body and minded Singapore males are required to serve one year before continuing on to post secondary education. A point which could make any army robust.
