Quality of Life fund

I tried a search (DIN, internet and here), but nothing came up.

I've been told by multiple sources at my unit of the existence of a Quality Of Life (QOL) Fund for each unit that aims at improving QOL withing the Unit Lines.  Despite the multiple sources, nobody can find any solid reference to said fund.  I'm asking the admin gurus if there actually is such a fund, and if so, what is the proper procedure to use money from it.

I have never heard of a "Quality of Life" fund, but I do know that there are funds that Units receive into their Unit Funds from NPF (Non Public Funds).  The funds are calculated on a formula that takes into account the size of the Unit, the amount of funds that that Unit has generated towards the larger Base/Installation NPF pot, etc.  NPF gets its monies from the various Messes and Institutes, Canteens, Canex, etc. and gives each Unit a percentage on an annual/semi annual/quarterly basis (depending on location).

That is one such fund that I know exists, and perhaps it is what you are thinking about.  Not being a Fin Guru, I hope I got my facts correct or close enough to give you an idea of how it works.
