Under the Obey Law selling the F22 to a foreign state would be illegal. The production line is closed and would take time and $50b to reopen. USAF is reputed to be testing a new fighter so it will take time to enter service.

The Digital Century Series concept could be a boon to the US if executed correctly as it would also make it more viable to sell the DCS aircraft to other nations for a quick turn around
