High Value Mission completion.

OK I did th search and nothing came up..shoot me if this has been covered already. How do you access the HVM missions? Is this something that I have to do while depleting the insurgency? Is this a seperate place in the game itself? I have searched all of the tool bar to no avail. Does anyone know how this works,or am I an ID10T? Ubique

You have to clear the insurgency in the AOR page for the appropriate area down to below 20% for the HVM to be available.

Something to add: The insurgency level in your Area of Operations will not stay below 20% once it is there, but will gradually rise if you let it sit. Once the insurgency level reaches 0%, it will no longer rise (or is 'locked down').
