CSD as it applies to reservists with civie-jobs on base

Hello,

Recently, I was talking with a friend, and this topic came up.  It was mentioned that a lot of the punishments that can be doled out to the military (ie extra drill and training, detention barracks,etc) are not or can not be given to civilians.  I am highly skeptical of this, but assuming that it's true, what would happen if the offender in question worked as a PSP employee or a contractor on base as well as being a reservist? Could the powers of punishment be expanded because of that?

Any help would be greatly appreciated

While "technically" we could go the CSD route for a civilian employee who was also a reservist if they committed an offence on a base, the reality is we would only do that if there is a clear military nexus to the offence (ie. in the process of committing the offence, somehow the fact that they were a reservist was an essential element of the offence), which is exceedingly rare.  If there is no such nexus, then we will lay a charge pursuant to the Criminal Code.
