Can anyone tell me what the  cross badges were for on these uniforms?  Thanks.
 
Looks like a sword to me, rather then a cross. Maybe a dagger, but more likely a sword. Perhaps it's a formation badge? Sorry can't help further.

Which army? That battledress was used by several Commonwealth and Free French forces.

Yes, it means those soldiers were serving with the 2nd Canadian Tank Brigade, Canadian Active Service Force (CASF). The CASF was the Canadian Army overseas during the Second World War.

 
You would have to read the unit history to find out if the sword has a particular meaning other than it being a common device used by fighting units...
