CFSME, NBC Reference

I'm looking for some input from the Construction Engineer community here.  We've all been to the School and heard the bit about how we use the NBC (National Building Code) on Federal land and the Provincial Codes are only secondary or not used at all.
I'm looking for an actual, written reference to this policy if one actually exists.  In my current position we deal with large construction projects on base property and with the newly released NBC we are presented with questions from the PM (Project Management) staff about the requirements.

OK, I guess there isn't much real info out there after all. Interesting side note, I rec'd a memo the other day that made ref to the new NBC (2010 edition) and how DND was going to adopt the new code and associated changes. It made absolutely no reference to any provincial code what so ever.
Go figure?
