RISO - PROMOTIONAL PRODUCTS

Background
The Chief of the Defence Staff (CDS) has emphasized an
unconditional commitment in supporting recruiting activities as
the top priority of the Canadian Forces. The Canadian Forces,
in compliance with the CDS's direction, has embarked on a period
of aggressive recruiting activities during which the size of
both the Regular Force and Reserve Force will be significantly
increased.

Although Canadians on a whole are justifiably proud of the
Canadian Forces and its contributions, the majority of Canadians
have limited knowledge of its role in society, its mission or
capabilities. As a result many Canadians are unaware of the
unique opportunities, benefits, challenges, and rewards that
careers in the Canadian Forces have to offer.

Promotional products, effectively integrated into the overall
marketing plan, provide longevity to key components such as the
institute / company name and, more importantly, contact
information. They must be readily available to support Canadian
Forces recruiting attraction events such as High School,
University, College and Community military job fairs. In
addition to the locally / regionally and a few unforecasted
activities there will be thirteen national events, under Op
Connection, which each centre is expected to fully support.

Scope
Promotional products will serve as a vehicle for communicating
the recruiting drive's strategic messages to potential
applicants. All promotional items shall contain information
such as the web site and / or 1-800-856-8488. Historically, the
purchase of promotional items had two peak buying periods,
spring and fall. However, the recruiting activity continuum
outlined in the National Recruiting Attraction Plan (NRAP)
necessitated a change to this practice. The normal purchasing
procedures do not permit the flexibility for amendments to event
timings, required quantities and / or target groups.
Acquisition of promotional items must be available on a more
frequent basis in order to meet this new demand.

Statement of Requirement
The Canadian Forces Recruiting Group (CFRG), part of the
Department of National Defence, has a requirement for a Standing
Offer for Promotional Products.

The products which may be purchased under any resulting Standing
Offer include Lanyards, Carabineers, Silicone Bracelets, Ceramic
Coffee Mugs, Plastic Coffee Mugs, Banker Style Pens, Ball Caps,
T-Shirts, Polo Shirts, and Portfolios
. Other products may be
purchased from items listed in the Offeror's catalogue.

The Offeror must provide quality set-up, print, silkscreening,
embroidery, engraving, artwork and imprint, etc., from graphic
art files provided by CFRG.

The delivery, on an as and when requested basis will be to
eleven (11) Canadian Forces Recruiting Centres located within
Canada.
       
The period of the Standing Offer will be from the date of issue
to 31 October 2008 inclusive, with provisions to extend the
period by additional two (2) periods of twelve (12) months each.

The estimated expenditure for the goods during the initial
period is estimated at $1,060,000.00 (GST included). The
estimated expenditure for the goods during the extended period
is $1,060,000.00 per period (GST included).   
       
The historical volumes are specified in the Request For Standing
Offer, at Annex B Basis of Payment in the column titled
Estimated Usage. This information is only an estimate which is
made in good faith and does not represent an agreement by Canada
for the estimated or any quantity.

The requirement is subject to the provisions of the World Trade
Organization Agreement on Government Procurement (WTO-AGP), the
North American Free Trade Agreement (NAFTA), and the Agreement
on Internal Trade (AIT).

Offers will be evaluated considering factors other than price
alone.
