Casual Aircrew Allowance - Eligibility?

Hello All,

I'm an ROTP OCdt on OJT this summer, as a glider instructor with the Air Cadets. Now, normally on my other OJTs, when flying I could claim Casual Aircrew Allowance, however the other instructors here (CIC Officers) have never heard of it.

According to CBI 205.325 - CASUAL AIRCREW ALLOWANCE (CASAIRCRA) my position SHOULD allow for Casual Aircrew Allowance, as I am performing duties in an airborne aircraft, however there is the caveat: I am only eligible if "the duty performed is of a kind designated by the Minister for the purpose of this instruction."

Anyone have any idea how to find out if the duties being performed are "designated" or eligible?

Google?  Or read Cadet Region Orders/Instructions or Routine Orders?

5. ELIGIBILITY FOR ALLOWANCES - MEMBERS OF THE CIC

1. Following introduction of revised CBIs related to the allowances below, a number of
questions were received from the regions. We therefore sought clarification WRT CIC officer
eligibility for the allowances. DPPD and DCBA responses are summarized below:

a. CASUAL PARATROOP ALLOWANCE (CBI 205.305) - CIC officers who are
assigned as escort or course officers on the Parachute Course are eligible,
providing the officer takes part in the training, including the jumps or if already
qualified and in the course of his/her duties makes jumps with the cadets.

b. CASUAL AIRCREW ALLOWANCE (CBI 205.325) - Not eligible based on service
with Air Cadet Flying Program. Paid only for the performance of assigned duties by
crew members of military aircraft.


c. CASUAL LAND DUTY ALLOWANCE (CBI 205.335) - Not eligible based on CSTC
or Corps/Sqn service. The allowance is not payable for "Adventure Training" and
all cadet activities are considered "Adventure Training", as opposed to "Field
Training". Furthermore, note that the allowance is not paid to members who are
entitled to incidental expenses.

d. CASUAL SEA DUTY ALLOWANCE (CBI 205.355) - Eligibility is limited to members
who participate in cruises on board Canadian Navy or Coast Guard Ships. Note
that where CSDA is paid, it is in lieu of incidental expenses.

e. WEEKEND TRAVEL WHILE ON TEMPORARY DUTY (CBI 209.31) - Only
members who are initially serving on Class "B" Reserve Service and are
subsequently taken away from that position by an incremental tasking are eligible.
Members whose Class B Reserve Service is uniquely for the incremental tasking
(such as most personnel at CSTC) are not eligible.

f. FAMILY CARE ASSISTANCE (CBI 209.335) - Only members who are initially
serving on Class "B" Reserve Service and are subsequently taken away from that
position by an incremental tasking are eligible. Members whose Class B Reserve
Service is uniquely for the incremental tasking (such as most personnel at CSTC)
are not eligible.

Gliders are not considered military aircraft - hence no AIRCRA.  Same goes for tow aircraft.

You forfeit a few privileges when you work within the COATs establishment.  This is just one of them.
 
A related question......

JM's get Casual Aircrew for dispatching jumpers, AFAIK. In that case can I, as an HII RM, get it for dispatching ropers/rappellers/casters or low hover inserters?

I asked the clerks at my unit but they really had no idea.

Are you acting as an aircrew member on board an airborne RCAF aircraft?
 
I would say yes, as I am responsible for rigging the aircraft, controlling the dispatch of rappellers/ropers/casters, and for example, when helocasting, the FE looks for thumbs-up right side while I do the same for the left side.

Like I said, I only ask because JM's get it (AFAIK). I could be wrong on that however and stand-by to be corrected.
 
How are you portrayed on the flying orders?  Are you down as crew or o you show up on a separate roster. If you have no intention of jumping/roping off the chopper, see if the AC will put you on orders as crew. If you are crew you get CASAIRCRA.
 
Do you receive  a SOF allowance?  I only ask since you mentioned low hovers, rappelling, and fast roping.

If you do, you cannot collect Aircrew allowance.

He's at 2CER, he'd be getting LDA.
 
Thanks Zoomie, next time I'm working with a crew I'll ask about it. Are the flying orders the only admissible evidence, as it were, in order to claim CASAIRCRA?

I've done a fair few dispatches and finding out who the crew were and and where they were from would be a pain to claim it retroactively.

How is it any different than aircrew receiving their aircrew allowance, yet are payed for their time in the field while on SERE training?

Its different because the regulations say so.  If you are aircrew in a flying position receiving SOF allowance, you are not entitled to aircrew allowance.
