I can't comment on the Reserve system but just from my one experience during my QL3 Reg Force crse in Borden we were all no hook privates but we had a Cpl on course with us who was transferring from Inf to Admin Clk.

Read CANFORGEN 184/12 it has pretty much all the info.  In that CANFORGEN or one of the refs in that CANFORGEN, says QL3s on their first posting are NOT entitled to IR. But this isn't your first posting.

Everyone says if you meet the conditions to move your HG&E in accordance with the CFIRP Manual 11.1.01, then you're also entitled to IR as long as your CM gives his approval. QL3 is good enough to be entitled to a move on first posting, see 11.1.01. But dam I can't find it in any policy.

There's no benefit under Sep Expense because the benefit isn't just for those on IR, it's a benefit for everyone in the military, CBI 208.955. That is if you meet the criteria, which you certainly seem to do because you are posted IAW below 208.955(2)a. You are entitled to up to two months...
