How does one get a DLN account? I had one a couple of years ago... it doesn't work anymore. Pretty sure on the old DLN website you could register on-line, but there doesn't seem to be a way of doing that anymore.
There are no instructions on wearing head dress in service buildings. There are for other areas i.e. church, mess, non service building, etc. See Section 3 of the CF Dress Instructions.

Sounds like the Naval Ops Course (NOC)... Its coming to an end very soon. NOC will be divided among all phases of the new MARS II, III, IV... You'll notice I didn't say NETP-O. So this must be a course for the none MARS type. Maybe.

Tentative dates aren't out that I can see. But if you go off what happened this past summer it might give you an indication. The course is 10 weeks for RegF... one started on the 24 of May and one on the 6th of June. RIMPAC is like a month long and I doubt they have enough room for 20 extra...
Like one and half shoe boxes... Green sector you get barrack boxes I believe. The rest of your stuff gets locked up in spare room in the blue sector. Only opens on the weekends, if at all.
