Is there a reason why they keep issuing them, if they're that bad? That's probably a lot of money that could be spent on other, more practical, items (unless they already have a crapload sitting in a warehouse and have been slowly issuing them just to get them out of storage).
Maybe it's just me, but I don't see a reason why you should tell your employer till there's something concrete to tell them. It just seems more risk than reward, unless you have a SOLID relationship with your employer.

I highly doubt that he would've given you something you wouldn't be allowed to own. Many manufacturers produce clothing/gear in CADPAT for civilian purchase. Some of it high-quality, some of it cheap crap meant for airsoft/paintball players and guys who like to dress up as soldier. Backpacks...
They'll probably keep it Navy only, which makes sense if it's supposed to be a higher trained version of the NBP. I'm not quite sure what you mean by a "one-off" posting, though.
This sounds like an interesting plan.
Will this also be a secondary duty/specialization like the current NBPs or will it become the primary occupation of those who make it through? Will experience on existing NBPs be a requirement of this new occupation or will sailors be able to apply...
