Kev et al, I think you guys are right about bloat, inefficiencies, problems with recruiting and retention, and so forth. Not to be a Debbie Downer or anything but don't forget about the DND side of the house. Are these things part of the "Peace Dividend"? Andrew

Yup. DND can't really compete with the private sector except maybe in materials R&D, which is where they should  be spending their (our) money.
